The meeting of the Lincoln Township Planning Commission was called to order by Chairperson Susan Ensign at 6:30 pm.
Roll call was taken: Susan Ensign, Reid Duford, Chris Clark, Mark Thornton, and Sheila Mesler were all present.
A motion was made by Mark Thornton to approve the agenda and was supported by Reid Duford. Motion approved 5-0.
Motion by Chris Clark and supported by Mark Thornton to approve the minutes of the March 2, 2011 meeting. Motion approved 5-0.
New Business: Site Plan Review
Site Plan Review on the request of the Islamic Center of Midland for a 5 acre parcel located at the southwest corner of Stark and Sanford Roads. 58 people attended the meeting.
Jerome Schafer, P.E., on behalf of the petitioner, explained the site plan as engineered. Mr. Schafer addressed the location of the driveway that is proposed to be positioned 240’ from the corner of Stark and Sanford Roads. In addition, he spoke about the site drainage.
Cindy Winland, planning consultant for Lincoln Township, discussed her summary review of the proposed site plan and explained that she had no issues with the plan.
Dr. Khaled Kahn, President of the Islamic Society of Midland, explained that a public broadcast or call for prayer will not be necessary.
Many others spoke, both in favor and against the proposed site plan. The discussion centered on possible light and noise issues. Lincoln Township residents stated that the surrounding properties are Agricultural and the proposed site would adversely affect the neighboring properties and that the site needs some type of buffering, such as shrubbery, landscaping, greenery, etc. Others had concerns about potential noise from the proposed facility.
The petitioner stated they will follow all of the township’s ordinances and explained that noise has never been an issue for their other locations.
The Commission discussed the site plan and the concerns of the surrounding neighbors.
Sheila Mesler made a motion to approve the plan as presented with the following additions – buffering around the north side of the parking lot along Sanford Road will be consistent with Section 403 of the Lincoln Township Zoning Ordinance and no exterior broadcasting will be allowed on the site. The motion was supported by Reid Duford. The motion was approved 5-0.

Rescheduled a review of the Zoning Ordinance Book for April 27, 2011 at 6:30 pm.
Meeting was adjourned at 7:55 pm.
