The meeting of the Lincoln Township Planning Commission was called to order by Chairperson Susan Ensign at 6:30 pm.
Roll call was taken: Susan Ensign, Sheila Mesler, Reid Duford, Chris Clark, and Mark Thornton were present.
A motion was made by Mark Thornton to approve the agenda as amended and was supported by Chris Clark. Motion approved 5-0.
Motion by Reid Duford and supported by Sheila Mesler to approve the minutes of the December 7, 2010 meeting. Motion approved 5-0.
Public Hearing: The Islamic Society of Midland has requested a Special Land Use Permit to build a Religious Facility on a 5 acre site at the northeast corner of property located on corner of Sanford Road and Stark Road.
Fourteen people attended the public hearing. Mr. Khaled Khan and Dr. Javed Zia spoke on behalf of the request and explained their intentions of constructing a 5,300 square foot religious facility on a five acre portion of a larger ninety-three acre parcel located on the south west corner of Stark Road and Sanford Road.
One person spoke in favor of the project and three people spoke in opposition of the project citing concerns of additional traffic, noise and possible nuisances from the facility’s lights as well as the lights from the additional automobile traffic.
The Planning Commission members deliberated over these concerns and considered each of the six general standards read from Chapter 13 of the Lincoln Township Zoning Ordinance “Special Land Use Permit Requirements”, specifically, “General Requirements for Approval”.
A motion was made by Sheila Mesler and supported by Chris Clark: “To approve a Special Land Use Permit for a religious facility of the Islamic Society of Midland located on five acres in the northeast corner of the subject parcel contingent on an adequate site plan that meets all criteria the Lincoln Township Planning Commission requires throughout the site plan approval process.” The motion was approved 3-2.
The public hearing was adjourned and the Commission moved to the following agenda items.

New Business: Sue Ensign explained there will be two new requests for the Planning Commission to consider at the January 25, 2011.
Old Business: Sue Ensign established a committee of four to collect information to be shared with Crescent Consulting to be used in the clean up process of the current Zoning Ordinance book.
