The meeting of the Lincoln Township Planning Commission was called to order by Chairperson Sheila Mesler at 6:30 pm.

Roll call was taken: Reid Duford, Chris Clark, Sheila Mesler, Mark Thornton, and Sue Ensign were present.

Motion: Carried unanimously

A motion was made by Sue Ensign to approve the agenda and was supported by Reid Duford. Motion approved 5-0.

Motion: Carried unanimously

Motion by Reid Duford and supported by Mark Thornton to approve the minutes of the November 19, 2013 meeting. Motion approved 5-0.

New Business:

  1. 1.)Review of All Season’s new storage building Site Plan: Paul Kohtz and Mark Kohtz, the petitioners, explained their plans to construct a 40’ x 80’ storage building. Reid Duford made a motion to approve the plan with provisions that future outside storage would be allowed on a designated hard surface (asphalt, concrete, etc.) area only; and lighting and setbacks would be in strict compliance of the Township Zoning Ordinance. The motion was supported by Sue Ensign and approved 5-0.
  2. 2.)Elect New Officers for 2014: Sue Ensign nominated Sheila Mesler as Chairperson with support from Chris Clark. Shelia was appointed by a vote 4-0 with one abstention. Next, Reid Duford nominated Sue Ensign as Vice Chairperson with support of Chris Clark. Sue was appointed by a vote of 5-0. Lastly, Shelia Mesler nominated Reid Duford as Secretary with support from Chris Clark. Reid was appointed by a vote of 5-0.
  3. 3.)Discuss recommendation to Township Board for new consultant to replace Cindy Winland. The Commission is currently in the process of reviewing consultant proposals.

Old Business:

Discussion about the sign ordinance and stricter enforcement. Enforcement Officer Steve Marker explained to the Commission that the Ordinance specifically states that the Building Inspector is required to enforce sign ordinance violations and sign permits. (see page 51 “Sign Regulation”). The Commission has requested the Township Board to review the enforcement ordinances as to which officer has the authority to enforce respective ordinances.

The Commission had an additional discussion about proposed legislation that has moved out of the House of Representatives and its potential effects to the Medical Marijuana laws.
