November 17, 2015

The meeting of the Lincoln Township Planning Commission was called to order by Chairperson Sheila Mesler at 6:30 pm.

Roll call was taken: Sue Ensign, Reid Duford, Chris Clark, and Sheila Mesler were present. Mark Thornton was absent.

Motion: Carried unanimously

A motion was made by Sue Ensign to approve the agenda and was supported by Chris Clark. Motion approved 4-0.

Motion: Carried unanimously

Motion by Chris Clark and supported by Reid Duford to approve the minutes of the September 15, 2015 meeting. Motion approved 4-0.

Commission Comments

Sue Ensign offered an MTA course on “Writing, Adopting & Enforcing Ordinances” for Planning commission members to attend in December.

Public Comments

Ronald Lavack commented about the permitting process for mining and excavation sites in Lincoln Township.

Old Business

Rob Eggers from the Spicer group spoke more about the sign, burning, and mining ordinances and offered his recommendations to improve the language and enforcement of these issues. The commission has settled on the proposed language to improve the sign ordinance and made a final review of the proposed language for the burning ordinance. Reid Duford made a motion recommending the Township Board to adopt the proposed Burning Ordinance language as amended for final draft. The motion was supported by Sue Ensign. Motion approved 4-0.

Public Hearing

The public hearing was opened for discussion to rezone 4 parcels; 110-035-200-800-00, 110-035-400-100-00, 110-035-400-125-00, & 110-035-400-180-00 from current zoning of Commercial or Low Density Residential (R-2) to Light Industrial (M-1); however, Randy and Lucas Wysong, the petitioners, were not in attendance for the scheduled public hearing. Without the petitioners’ input, the Commission was not properly informed of all details with respect to the rezoning request. Therefore,

Motion: Carried unanimously

Reid Duford made a motion to table the public hearing until the next scheduled Commission meeting on Tuesday, January 5, 2016 and will notify the petitioners of the postponement and the need for additional information as this request is different than their previous 2009 request approved for conditional rezoning. The motion was supported by Sue Ensign. Motion approved 4-0.

New Business

The Commission set dates for 2016 Planning Commission Meetings. Proposed meeting dates: 01/05/2016; 03/01/2016; 05/03/2016; 07/19/2016; 09/20/2016; & 11/1/2016. A motion was made by Chris Clark to approve the proposed meeting dates and was supported by Reid Duford. Motion approved 4-0.

The next meeting is scheduled for January 5, 2016
