The meeting of the Lincoln Township Planning Commission was called to order by Chairperson Sheila Mesler at 6:30 pm.

Roll call was taken: Reid Duford, Sheila Mesler, Chris Clark, Mark Thornton and Sue Ensign were all present.

Motion: Carried unanimously

A motion was made by Reid Duford to approve the agenda as amended to remove the item from Old Business for a discussion of the ordinances with Rob Eggers from Spicer Group. The motion and was supported by Sue Ensign. Motion approved 5-0.

Motion: Carried unanimously

Motion by Sue Ensign and supported by Chris Clark to approve the minutes of the July 22, 2014 meeting. Motion approved 5-0.

Public Hearing – Susan Ault has requested a Special Use Permit to operate a Car Lot which is currently zoned B-1.

Motion: Carried unanimously

A motion was made by Reid Duford to approve the request with conditions that the car lot use will be in compliance with all Lincoln Township ordinances and regulations with respect to that use, that it meets proper setbacks and that the cars for sale will not be placed in the Saginaw Road right-of-way, that proper sign permits and placement be met as well as appropriate lighting that will not trespass on to adjacent parcels as per the ordinance, and the Special Use Permit shall expire when the petitioner for this request, Susan Ault, owner of Red Keg Auto Polishing Plus, ceases to operate her car lot on said parcel 110-034-100-700-00. The motion was supported by Sue Ensign and approved 5-0.

Sue Ensign received correspondence about a Michigan Township Association training opportunity for Planning Commission members to be held on October 8, 2014.

New Business:
A request for site plan review to remove a 36’ x 80’ building, at 306 East Saginaw Road, and replace it with a new 60’ x 100’ building with similar utility. Mr. Chris Irons representing West River Sound Production explained the project to the Planning Commission.

Motion: Carried unanimously

Reid Duford made a motion to approve the request as proposed in the plan provided with Application No. 4414 by the petitioner to the Zoning Administrator. The motion was supported by Mark Thornton and approved 5-0.

William Bailey, representing the Living World Church, made a request to consider a plan to modify the existing sign at 2010 North Stark Road on parcel 110-025-300-110-00. The Commission conducted a discussion about the request and made recommendations and a request for more information. The consideration for the request approval was tabled until more information is provided by the petitioner.
