Lincoln Township

Board Meeting Minutes (proposed)

March 12, 2013

The regular meeting of the Lincoln Township Board was called to order by the Supervisor at 7:00 pm, with Wray, Crockett, Ensign, Trinklein, Thornton, and 12 guests present.

Motion: Carried

The agenda was approved after motion by Ensign and second by Thornton.

Public comments were heard and correspondence was read.

The minutes of the February 12, 2013 regular board meeting were approved after motion by Crockett and second by Thornton.

The treasurer’s report was heard.

Payment of bills in the amount of $14,242.63 in the general fund, $14,269.53 in the fire fund, $188.19 in the liquor fund, $65.20 in the water fund, and $8,585.04 in the sanitation fund were approved by roll call vote after motion by Ensign and second by Crockett. The fire department, planning commission, ordinance enforcement officer, water authority, solid waste, and township parks reports were heard.

The regular meeting was recessed and a public hearing was opened after motion by Ensign and second by Crockett.

A public hearing was held to hear public comment on a proposed submittal of a Michigan Department of Natural Resources Trust Fund grant application for 2013. Background information on formation of a park system and the proposed construction and cost were presented. The Township is proposing to commit 30%, or a total of $62,040, towards the total estimated project cost of $206,800. The following questions were asked and answered. How much yearly maintenance will be required? Will the bathroom facilities be locked when the pavilion is not in use? Will a rental fee be charged for its use? Who will be in charge of the rental procedures? Will this require extra trash pickup? What will happen to the open space used as a ball field currently? These questions were discussed amongst the board members and solutions and answers were offered but final decisions would be made at a later date. The residents in attendance were in favor of the project and were excited to see it happening. Other items discussed were the formation of a parks committee, possible sources of additional grants, and the acceptance of in-kind donations for the project. There being no further comments or questions from the public, the public hearing was closed after motion by Crockett and second by Ensign.

Adopted resolution by roll call vote to adopt the construction board of appeals selected by the Midland County Township Officials association after motion by Trinklein and second by Ensign. Crockett-yes; Thornton-yes; Ensign-yes; Trinklein-yes; Wray-yes.

Approved contract with Keyes Trenching for the Stark Road water main extension contract in the amount of $179,580 after motion by Ensign and second by Crockett.

Approved attendance to MTA seminar after motion by Trinklein and second by Ensign.
