Board Meeting Minutes

March 11, 2025

The regular meeting of the Lincoln Township Board was called to order at 7:00 pm with Fales, Oswald, Wilson, Meredith and Wirtz, and 13 guests present.

Motion: Carried

The agenda was approved as amended after motion by Wilson and second by Oswald.

The agenda was amended to move up MERS pension presentation, which was given and followed up by a Q&A session.

Public comments were heard and correspondence was read.

Motion: Carried

The minutes of the February 11 regular board meeting were approved as read after motion by Meredith and second by Wirtz.

The treasurer’s report was heard.

Motion: Carried 5 to 0, roll call

Payment of bills in the amount of $87,744.34 in the general fund, $19,315.56 in the fire fund, $13,311.00 in the sanitation fund, $1,709.75 in the road fund, and $233.51 in the liquor fund were approved unanimously by roll call vote after motion by Meredith and second by Fales. Treasurer Oswald reported that only a small percentage of the township’s taxes are delinquent at this time, which is very good.

The fire department, planning commission, building inspector, code enforcement, water authority, solid waste, and park reports were heard. Supervisor Fales reported that the roof project is complete.

No further discussion occurred concerning the township hall rental issues from last month.

The Budget & Truth in Taxation Meeting will be held March 25th at 6 p.m. at the Township Hall. All are welcome. Fales handed out material for the board to review, along with suggested areas of budget to examine. It was stated some minor revisions may be made at the meeting, but overall, the township is in good shape financially.

The township park will be open very soon, and the additional park bench will be installed as soon as the weather breaks.

The township’s master plan was discussed. This master plan was reviewed by the Planning Commission earlier in March. Current issues being discussed by the Commission include changes in storm drain language and storm water runoff. Further updates will be forthcoming concerning clarification (via drawings) on property setback language.

The Commission stated the Master Plan for the Township was not in need of major changes, and made a recommendation that the current Master Plan be extended until 2030.

Motion: Carried unanimously

Upon motion by Meredith/seconded y Wirtz, a board resolution was passed unanimously accepting this recommendation from the Planning Commission.

Creation of a new Fire Department position was discussed. This $450/month salaried position combines Training and Safety Officer responsibilities as defined by the Board. After some discussion, further action on this position was tabled.

The meeting was adjourned at 8:37 pm by Supervisor Fales.
